Governance and Organisation
Norrbottens Kommuner is an inter-municipal association that is owned by the 14 municipalities that make up the county. We work to expand collaboration between the municipalities and to contribute to sustainable social development across Norrbotten County.
Norrbottens Kommuner was founded in 1946 and is Sweden’s oldest association of municipalities.
General Assembly of the Association
The General Assembly of the Association is comprised of representatives from each municipal council. Within the assembly, member municipalities make decisions on matters such as budget, overarching plans and membership fees. Every four years, the assembly adopts its strategic framework documents and appoints the board for the upcoming term of office.
The number of representatives from each municipality is determined on the basis of population. At present, the assembly is made up of 70 representatives and meets once a year.
The Board
The Board of Norrbottens Kommuner consists of the chairs or deputy chairs of the executive committees from the 14 municipalities, as well as members from political parties represented in the national parliament who do not hold executive committee positions in any of the county’s municipalities.
The board’s mandate is to follow up on and evaluate initiatives against the objectives and guidelines established by the General Assembly of the Association. The board makes decisions in matters concerning the association and it makes recommendations to the municipalities on matters of greater importance that often have financial implications.
Committees
Norrbottens Kommuner has three political committees: The Education Committee, the Social Committee and the Joint Committee. These are in addition to the Growth Committee, the Political Cooperation Committee for Health, Care, Welfare and Education, and the Culture Committee, which are jointly operated by Norrbottens Kommuner and Region Norrbotten. The Regional Forum is not an official committee, but gathers together leaders from across Norrbottens Kommuner and Region Norrbotten, as well as representatives from a number of additional agencies and organisations.

Organisation
To enable an effective approach based on the political organisation and the municipal areas of operation, the association has a staff unit, two departments and an R&D environment. We also have a well-developed course and conference unit. The association is led by its director and has around 25 employees, although this number may vary over the years depending on external funding.
